CAN urges US action on Islamic group

WASHINGTON (AFP) – The leader of Nigeria’s Christians called Tuesday on the United States to declare the Islamist group Boko Haram to be terrorists, but a US official said it was more important to address social inequalities.

In an unusually blunt appeal by a foreigner before the US Congress, the head of the main Christian body in religiously divided Nigeria said that a decision to blacklist three Boko Haram leaders as terrorists did not go far enough.
Ayo Oritsejafor, president of the Christian Association of Nigeria, said that the US move on June 21 was “the equivalent of designating (Osama) bin Laden a terrorist but failing to designate Al-Qaeda a terrorist organization.”

Oritsejafor said that the reluctance to brand Boko Haram as terrorists had emboldened the group, which is estimated to have killed more than 1,000 people since mid-2009 in attacks on Christian and government sites.
“By refusing to designate Boko Haram as a foreign terrorist organization, the United States is sending a very clear message, not just to the federal government of Nigeria, but to the world that the murder of innocent Christians and Muslims who reject Islamism — and I make a clear distinction here between Islam and Islamism — are acceptable losses,” Oritsejafor said.

“It is hypocritical for the United States and the international community to say that they believe in freedom and equality when their actions do not support those who are being persecuted,” he told the House Foreign Affairs Committee.
Oritsejafor said Boko Haram sought “an end to Western influence and a removal of the Christian presence in Nigeria,” telling the US lawmakers: “My people are dying every day.”

But Johnnie Carson, the assistant secretary of state for African affairs, told the hearing that Boko Haram was not homogeneous and that most of the group had the goal of trying to “embarrass or discredit” the government.
A designation as a foreign terrorist organization would trigger a full US government response against Boko Haram, freezing any assets it holds in the United States and making support of the group a crime.

Carson said the terrorist designation made sense for the three leaders — Abubakar Shekau, Abubakar Adam Kambar and Khalid al-Barnawi — due to links to Al-Qaeda, but that it would be counterproductive to target the entire movement.
“It would serve to enhance their status, probably give them greater international notoriety amongst radical Islamic groups, probably lead to more recruiting and probably more assistance,” Carson said.

Carson called instead for a “sophisticated and comprehensive” strategy of improving governance in Nigeria’s largely Muslim north and curtailing human rights abuses.
“Boko Haram thrives because of social and economic problems in the north that the government must find a way of addressing,” Carson said.
“A coordinated government effort to provide responsible, accountable governance to all Nigerians, while creating opportunities for economic growth, will diminish the political space in which Boko Haram operates.”

Carson also sounded a note of caution on Boko Haram’s reach, saying that some Nigerian officials have taken to blaming the group for all incidents in the region that are the work of “criminals and political thugs.”
Several lawmakers of the rival Republican Party have criticized President Barack Obama’s administration for not blacklisting Boko Haram.

Representative Chris Smith, who chaired the hearing, said that Boko Haram had a goal of imposing Islamic sharia law. He questioned the reluctance in targeting “an organization that is claiming responsibility for horrific acts of violence which appears to have at its core a radical Islamic position.”

John Terry ‘angry’ at racism accusation

Boko Haram Vows To Hunt Down More Government Officials

The dreaded Islamist sect Boko Haram said on Tuesday that it was behind the graveyard attacks in Plateau state last Sunday that killed at least 22 people including a Senator and a member of the Plateau State House of Assembly, but security forces blamed the violence on localised ethnic clashes.
“We praise God in this war for Prophet Mohammed, we (Boko Haram) thank Allah for the successful attack in … Plateau state on Christians and security men,” an email from the group’s spokesman Abul Qaqa said.
“We will continue to hunt for government officials wherever they are; they will have no peace again,” said the statement from the Islamist group that has carried out waves of assaults in the North.
The email was sent to reporters in Maiduguri from an address previously used by Qaqa.

FG Hikes 2012 Hajj Fare By 18%

The National Hajj Commission of Nigeria (NAHCON) has announced an 18% hike in the 2012 Hajj fares over those of the 2011 Hajj, even as it has said that government’s desire is to keep the cost of Hajj reasonable for intending pilgrims.

Briefing journalists in Abuja yesterday, the chairman of NAHCON, Alhaji Muhammadu Bello, said the increase was necessitated by the corresponding rise in the cost of air ticket by $100; the rise in the cost of accommodation in Makkah which has increased by 500 Saudi Riyal and the cost of tent “C” and feeding in Mina and Arafat which has added SR600.

The chairman said a substantial portion of the Hajj expenditure was foreign exchange denominated, adding that there was no way the current cost could be avoided as foreign exchange used for transactions had direct bearing on the final cost package paid by pilgrims.

Summing the reasons for the fare increment, the chairman explained that the consensus arrived at with the state pilgrims’ welfare boards and agencies on the need to upgrade the services provided to Nigerian pilgrims and make them at par with other countries was responsible for the increment too.

Announcing the 2012 hajj fare, NAHCON boss said intending pilgrims from the northern departure zones will pay a minimum fare of N613,645, against last year’s N525,249.75, N649,895 for the medium seat and N727,770 for the maximum seat against N558,999 and N626,499 respectively . For the southern departures zone, intending pilgrims will pay N620, 968 for the minimum seat and N657, 218 and N735, 093 for medium and maximum seats respectively.

According to the Commission, the basic travel allowance (BTA) for the minimum seat is $750 (N108, 750.00); the medium seat attracts $1, 000 (N145, 000.00) and the maximum goes for $1, 500 (N222, 875.00).

While commending President Goodluck Jonathan, for listening to the plea of intending pilgrims, Bello explained that with the concessionary exchange rate of N145 to 1US$ granted by the president, each Nigerian pilgrim would enjoy a subsidy of N47,045.33.
Meanwhile, the commission has announced that the first Hajj flight conveying Nigerian pilgrims will depart the shores of Nigeria to the holy land of Saudi Arabia on September 18, 2012

Parents find python wrapped around baby's foot
